ICD-10 Clinical Coding System

On August 15, 2008, the U.S. Department of Health and Human Services (HHS) proposed a regulation that would replace the ICD-9-CM code sets now used to report health care diagnoses and procedures with ICD-10 code sets, effective Oct. 1, 2011. As with all proposed rules, public comments can be submitted and are due by 5:00 p.m. Eastern time on Oct. 21, 2008.

Given the potential financial and clinical impact of ICD-10 and the system and information system changes, healthcare organizations should take steps now to understand and prepare for ICD-10 implementation. Fortunately, hospitals do not have to face the transition alone.

We are the ICD-10 experts

Under a contract with the Centers for Medicare & Medicaid Services (CMS), 3M developed ICD-10-PCS and the official crosswalk between ICD-9-CM and ICD-10-CM/ICD-10-PCS. For international clients, we are leveraging more than a decade of experience in developing and implementing ICD-10-based coding and grouping products.

We’re ready to help with products, education and training, program management, and consulting services for a smooth transition. 3M can deliver “ICD-10 Ready” products and services before the implementation deadline and will offer additional solutions – mapping, trending and education – for an efficient and effective transition. On Aug. 15, 2008, the Department of Health and Human Services (HHS) announced plans to implement ICD-10-CM and ICD-10-PCS as a replacement for the current ICD-9-CM diagnosis and procedure codes on Oct. 1, 2011.

In 1992, the World Health Organization (WHO) released the International Statistical Classification of Diseases and Related Health Problems, Tenth Edition, or ICD-10 as it has become known. ICD-10 is a diagnosis coding classification system that is in use in most countries around the world.

The National Center for Health Statistics has refined the WHO ICD-10 diagnosis coding system for use in the U.S. by developing the ICD-10 Clinical Modification (ICD-10-CM). Since ICD-10-CM is exclusively a diagnosis coding system, it was necessary to develop a corollary procedure coding system. Under contract to the Centers for Medicare & Medicaid Services (CMS), 3M Health Information Systems developed the ICD-10 Procedure Coding System (ICD-10-PCS).

The greatly expanded detail of ICD-10-CM/ICD-10-PCS will enable the industry to fully support quality reporting, pay-for-performance, bio-surveillance, and other critical activities. The change in classification systems from ICD-9-CM to ICD-10-CM/ICD-10-PCS will impact virtually every system that contains or utilizes diagnosis and procedure codes throughout the continuum of care.

Already, about 100 countries worldwide use some part of the ICD-10 code set for reporting mortality and/or morbidity.
