Federally funded American healthcare finance continues to shift from fee-for-service or cost-based payment systems to Prospective Payment Systems (PPS), and the next venue for this change is the inpatient psychiatric facility (IPF). The Centers for Medicare and Medicaid Services (CMS) issued the final rule for IPFs on November 3, 2004, and set the effective date for cost reporting periods beginning on or after January 1, 2005.
This mandate requires all IPFs to change their current Medicare reimbursement systems to conform to the final published rules from CMS. To avoid adverse effects on their reimbursement, IPFs must be sure they understand the new Inpatient Psychiatric Facility DRGs and are ready to begin correctly coding and grouping their patient data. Additionally, hospitals must be prepared to update and maintain this new system regularly so it continues to match any changes to the mandated requirements.
