California Focuses the Spotlight on HFCs

Recommended Actions & Aggressive Goals for Climate Change
On March 14, the California Environmental Protection Agency’s Air Resources Board (ARB) released its Environmental Analysis (EA) draft for the Proposed First Update to the Climate Change Scoping Plan.

Consistent with recent actions in Europe and the global proposals under the Montreal Protocol to phase-down the production and use of hydrofluorocarbons (HFCs), California ARB’s key recommended actions and goals related to HFCs include:

  • Develop a comprehensive strategy for mitigation by 2015.
  • Create a collaborative agreement with the U.S. EPA to establish national standards in alignment with the European Union (EU) proposed F-gas phasedown of hydrofluorocarbon (HFC) production and importation to just 21 percent (by CO2-equivalents) of baseline annual usage (years 2008-2011) by the year 2030.
  • Require low global warming potential (GWP) gases where feasible and cost-effective.
  • Set an upstream mitigation fee on sales of high-GWP gases and sales or import of equipment pre-charged with high-GWP gases.
