Consistent with recent actions in Europe and the global proposals under the Montreal Protocol to phase-down the production and use of hydrofluorocarbons (HFCs), California ARB’s key recommended actions and goals related to HFCs include:
Develop a comprehensive strategy for mitigation by 2015.
Create a collaborative agreement with the U.S. EPA to establish national standards in alignment with the European Union (EU) proposed F-gas phasedown of hydrofluorocarbon (HFC) production and importation to just 21 percent (by CO2-equivalents) of baseline annual usage (years 2008-2011) by the year 2030.
Require low global warming potential (GWP) gases where feasible and cost-effective.
Set an upstream mitigation fee on sales of high-GWP gases and sales or import of equipment pre-charged with high-GWP gases.
